Human-on-the-Loop (HOTL) is a governance and operational model in which humans supervise, monitor, and can intervene in the actions of an autonomous AI system, but do not approve every decision in real-time. Instead, human operators oversee the system's functioning, set boundaries, and retain the ability to halt or redirect actions if necessary. HOTL is distinct from 'human-in-the-loop,' where humans must approve each decision, and 'human-out-of-the-loop,' where AI operates fully autonomously. HOTL is applied in scenarios where real-time human approval is impractical due to speed, scale, or complexity, yet oversight is necessary for safety, accountability, or ethical reasons. A significant limitation is the potential for operator complacency or information overload, increasing the risk of missing critical intervention points, especially in high-frequency or opaque systems.
